Well, on the one hand, Disgaea has no real dispute over being able to destroy stars as of Disgaea D2. The very opening of the game has Laharl state he blew up "every star in the sky" and neither Etna nor Flonne calls him a liar for it- Etna actually tells him off because "most demons can destroy the stars" so he was wasting his time.

The problem with calculating that is we really don't have the best measurements for this sort of thing. But, given the massive lowballs you can throw in there, I think it can still be done in a fashion.

There are 5,000 stars visible to the human eye from Earth. Because the planet itself is in the way, you can only see 2,500 of them.
We're not given a timeframe but, at the absolute most, Laharl would've taken the entire gap between Disgaea 1 and Disgaea D2 as we know he wasn't doing it as of Disgaea 1; three years.
The closest star is Proxima Centauri. It is about 4.22 light-years from Earth.
If we double-down on the lowballs and insist Laharl took the longest timeframe and that all of the stars shared the shortest distance for him to travel- 2,500 x 4.22 = 10,550 light years of travel.
10,550 / 3 = 3516.66667 light years per year.
So 1.05427014e12 m / s or 3516.66c.

I think Rag calculated one of the gameplay moves to be 50,000c though, way back during that one Mount Doom match. If we take some of the move descriptions literally, Laharl can destroy the universe with one of the punching ones.
